The law that governs all businesses in Rwanda states that it is the duty of the merchant to issue an EBM invoice to every person he buys from. The buyer is also required to submit an EBM invoice. We remember that even a consumer can be penalized for not having an EBM invoice. Let's stop focusing on punishment. What we mean is that EBM invoices are required whether you are a seller or a service provider or a buyer/need of services.

It has been found that many traders find it difficult to use computers, especially small traders who don't have a lot of money. The National Tax Agency has come up with a way to send all traders to have EBM on the phone without requiring the use of a computer only.

There is no reason not to bill the EBM kook without a computer.
